Lackluster probes followed alleged ethics' leak to Cuomo

WHY is it soo difficult to get straight answers from Electeds and the NY IG about the confidential JCOPE Percoco Vote?

It is curious indeed. I have made art about it to try to explain what is happening in NY Politics.

(What is the JCOPE Percoco Vote, anyways?) link to article. JCOPE is NY’s “Public Ethics Agency”, and I use the words ‘public’ and ‘ethics’ loosely here. Without getting too complicated, the problem with JCOPE is that Cuomo controls it. He appoints Commissioners and he appoints the Chairman. Link to article about problems with JCOPE.

Who Is Joseph Percoco? Lovingly referred to by the Cuomo Family as “the 3rd son”, he is a convicted criminal. Additionally, Joseph Percoco is a former top aid of Governor Andrew Cuomo. He is currently cooling his heels in a federal prison because he both solicited and took $300,000 in bribe money from two companies in exchange for doing them official favors. The money ‘exchanged hands’ via his wife, Lisa Toscano-Percoco. She was put on payroll of blank energy firm who wanted to build a power plant. She was not required to show up for work, so, putting Mrs. Percoco on payroll was just a way to give Percoco money with the appearance of no crimes being committed. The judge saw right through it.

Who is Carl Heastie? (link to article) In my art, Carl Heastie is portrayed and referred to as the “4th son” of the Cuomo Family Dynasty. He has been swatting away questions about the JCOPE Percoco Vote, but not very skillfully as you will see. Heastie is not what you’d call real great at answering direct questions and it has been my observation that he gets “snippy” and “huffy” as a technique to discourage further probing questions. My art will hold him accountable for the questions he REFUSES to answer, but that he knows the answers to. Example: WHO told Howard Vargas to text JCOPE Commissioner Julie Garcia to communicate that Cuomo was mad about the way she voted? How did Howard Vargas or Carl Heastie know about the confidential JCOPE vote results? Did Howard Vargas of Carl Heastie then tell Cuomo of the confidential JCOPE votes? Did Cuomo ask Carl Heastie or Howard Vargas to then text Julie Garcia to notify her that he was not happy with the way she voted? When asked questions like these, Assemblyman Carl Heastie responded with his rendition of “Who’s on First” seen below.

WHO is the JCOPE LEAK?

Well, I have a few theories. The first person to flee from JCOPE to another job right around the time Julie Garcia went public with the JCOPE Percoco Vote scandal was right after the NYIG’s office “concluded” their investigation into the text message Julie got from Howard Vargas. Lead Investigator Pei Pei Cheng-de-Castro immediately transferred to be the new Top Lawyer for the MTA Inspector General. Was Pei Pei the JCOPE Leak? Very curious timing. Julie went public with her NYIG whistleblowing complaint in papers Thursday, November 14, 2019. Pei Pei’s transfer was announced in papers on Monday, November 18, 2019. *You tell me, but I have some questions for Pei Pei!
